What to look for when you have no hose
The constraint is not just water. It is water you cannot bring, runoff you are not allowed to create, and a car that sits outside collecting dust rather than road film. Three published figures decide whether a product fits that: a dilution ratio, because it tells you how far a bottle goes from two gallons carried in a bucket; a stated soiling limit, because a waterless wash on a genuinely dirty car is how paint gets marred; and whether the product needs a machine you have nowhere to plug in.

A bucket beats a spray, if the car is actually dirty
Rinseless washing is the method that makes apartment life work. You carry two gallons, dilute at the published 256:1, and wash panel by panel with towels that go in a pile rather than back in the bucket. There is no rinse step, so there is no runoff to explain to anybody, and Optimum state it is safe on all paint and coatings.
The kit matters more here than the chemical. A rinseless wash marks paint if you drag grit across a panel, and the sponge included with the Optimum kit is part of why it is the pick rather than a bottle on its own. Waterless sprays have a published ceiling
Adam’s are unusually honest about the limit: their Waterless Wash is stated for slightly dirty or dusty surfaces, and they claim it cleans without scratching or marring within that. Most cars parked outside for two weeks are past that line, and using a waterless spray past it is the most common way people put swirls into their own paint.
P&S publish something different and useful: one pint that covers a waterless wash, a quick detail spray and a drying aid. At $11.98 that is the cheapest way to keep a dusty car looking clean between real washes, and it is the bottle to keep in the trunk.
Where a pump foamer fits
The Marolex Axel Foamer is a hand-pumped foamer, which Obsessed Garage stock for mobile detailing and cold weather. It needs no power and no hose, so it is the one way to get foam onto a car in a parking space. At $62.00 it is a specialist buy rather than a starting point, and neither the maker nor the retailer publishes a dilution for it.
If you do have a spigot and an outlet, the answer changes completely and a pressure washer becomes the right tool: whether one is worth it covers that case.
