DA Polisher vs Rotary
The difference is what happens when you press. A dual action stalls and does nothing; a rotary keeps cutting in one place and generates heat. That is the entire safety argument.

Two different motions
A rotary polisher spins its pad on a fixed axis, like a bench grinder. Every point on the pad travels the same path over the paint, which means the energy goes into one place continuously. That is why a rotary corrects fast and why it generates heat.
A dual action polisher spins the pad and simultaneously moves it in an orbit, so the path traced over the paint is constantly changing. Energy is distributed rather than concentrated, heat build-up is much lower, and — crucially — the rotation is driven by friction rather than gearing on a free-spinning random orbital, so pressing hard stops the rotation entirely.

Why the DA is the right recommendation
Because the failure modes are not symmetrical. A DA that is being used badly produces no result, and you notice and change something. A rotary being used badly produces a burn through the clear coat, a hologram pattern, or a paint edge stripped to primer — and you notice afterwards.
Modern DA machines have also closed most of the correction-speed gap. A 15mm or 21mm long-throw machine with a microfiber cutting pad removes defects at a rate that would have required a rotary fifteen years ago. The machines in the polisher roundup are all dual action for that reason.
Holograms are the rotary signature
A hologram is a fine buffer trail left by a rotary, visible as a shimmering pattern under direct light and almost invisible under diffuse light. They are the reason cars leave dealer detail departments looking perfect indoors and dreadful in the sun.
A DA does not produce them, because the constantly changing path never lays down a consistent trail. If you are correcting a car that already has holograms in it — a common find on used cars — a DA with a fine polish is exactly the right tool for removing them. When a rotary is genuinely correct
- Heavy oxidation on single-stage paint, where the volume of material to remove is large.
- Removing wet-sanding marks in a body shop, where speed across many cars is the constraint.
- Very hard clear coats — some European paint — where a DA can take three passes to do what a rotary does in one.
- Gel coat on boats, which is thicker and far more forgiving than automotive clear.
Notice what those have in common: they are professional production contexts or unusually thick coatings. For a person correcting their own car in a garage on a Saturday, none of them applies.
The practical answer
One dual action machine with a 9mm or 15mm throw, three or four pads and a one-step compound. That setup corrects a daily driver to a standard most people cannot distinguish from professional work, and the only thing it cannot do is remove severe defects quickly.
If you later find a job that genuinely needs a rotary, you will know, because the DA will have failed to move the defect after several passes. That is the correct order to arrive at a rotary in, and almost nobody gets there.
